He graduated the Kazakh Institute of Consumer Cooperation in 1997 with degree in Marketing and Commerce, and graduated from the Kazakhstani-Russian University in 2005 with degree in Computer Systems in Management.
He took career development training in the accounting, information technologies and public administration. He participated and was a speaker in International seminars on the competition development and expert council on entrepreneurship under Akimat of Astana.
Kuanysh used to work in the period of 2004 to 2009 in various positions in regional divisions and central offices of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies and Agency of the Republic of Kazakhstan for Competition Protection (Antitrust Agency), where in addition to fulfilling his functional duties he also participated in drafting laws and regulatory acts. In August 2009 Kuanysh was transferred to the Division for Industrial and Innovative Development of the Administrative Office of Prime Minister of the Republic of Kazakhstan as chief expert, where he administered issues on state property management, the operation of special economic zones, technology parks and cross-border trade centers, as well as appraised projects of sectoral programs developed in the frames of the State Program of Accelerated Industrial and Innovative Development of the Republic of Kazakhstan for YY2010-2014.
From January 2011Kuanysh worked in the Agency of the Republic of Kazakhstan for the Protection of Competition (Antitrust Agency) as Deputy Director of the Monitoring and Analysis Department. From June 2011 to December 2012 used to work in senior positions of regional units of the Agency of RK for Protection of Competition (Antitrust Agency) in Karaganda region and in Astana.
Kuanysh has over 10 publications on antitrust agencies activity and advocacy of competition.
Kuanysh specializes in issues related to establishing government-sponsored enterprises, preparation of petitions on economic concentration and activity of market entities that have dominant or monopoly position.
Speaks Kazakh and Russian.
